The Town Board, Town of Campbell, Wisconsin, will receive sealed bids for the construction of the following items up until 2:00 PM CT, Tuesday, December 10, 2024, at the Town Hall, 2219 Bainbridge Street La Crosse, WI, 54603, at which time and place all bids will be publicly opened and read aloud.

Bidding Documents are on file with the Town Clerk, Town of Campbell, Wisconsin. Bidding Documents are available at Project Bidding on http://www.davyengineering.com/. You may download the complete set of digital bidding documents for $40.00 by entering #9401962 as the Project Number. Hard copy Bidding Documents may also be obtained from Davy Engineering Co., Consulting Engineers, 115 6th St. S., La Crosse, Wisconsin 54601, phone (608) 782-3130, upon receipt of a nonrefundable $150.00 per set.
A certified check payable to the Town of Campbell or bid bond executed by the bidder and a licensed surety company in an amount equal to at least 5% of the maximum bid shall accompany each bid as a guarantee that if the bid is accepted, the bidder will execute and file the proposed contract and bonds within ten (10) days after the award of the contract.
The Town of Campbell, Wisconsin, reserves the right to reject any or all bids, to waive any informality in bidding, and to accept the bid most advantageous to the Town. No bid shall be withdrawn after the opening of bids without the consent of the Town for a period of ninety (90) days after the scheduled time of closing bids.
Minimum salaries and fringes to be paid on the project shall be in accordance with the Prevailing wage rate scale established by the Federal Department of Labor (DOL). Attention is called to the fact that not less than the minimum salaries and fringes set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applications for employment are not discriminated against because of their race, color, religion, sex, national origin, or other protected class. Federal Labor standards program laws, including, but not limited to the Davis Bacon Act, the Copeland Anti Kickback Act, and the Contract Work Hours and Safety Standards Act will apply to all projects.
This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18,2022.
The Town of Campbell encourages Disadvantaged Business Enterprises (DBE’s) to submit bid proposals. Any contract or contracts awarded under this notice may be funded in part by the Safe Drinking Water Loan Program (SDWLP).
Bidders are to fill out Bidder’s Qualification forms furnished with the Bidding Documents. Forms are to be submitted separate from bids for review at bid opening.
